About Jim

James Holian, Certified Consulting Meteorologist

Jim Holian founded Holian Environmental, LLC as a veteran-owned small business in Middletown, Maryland to provide meteorological, radiological, and environmental consulting services to commercial utilities and federal, state, and local government agencies.  After spending four years in the U.S. Navy, Jim attended Penn State University where he received his BS and MS in Meteorology in 1982 and 1984 respectively.
 

Jim has spent the last 30 years supporting meteorological and radiological programs at commercial nuclear power plants throughout the U.S.  He has managed the design, installation, and operation of complex meteorological monitoring systems and programs at more than 20 commercial plants. He performs audits of meteorological and air monitoring programs that includes reviewing systems, procedures, and quality assurance practices. Jim has also written meteorological monitoring program users manuals, developed and conducted workshops, trained onsite personnel on monitoring program compliance, and conducted 3-day meteorological training seminars.  He also assists clients in the implementation of Nuclear Regulatory Commission (NRC) and Environmental Protection Agency (EPA) regulations and requirements regarding air quality and radiological dose assessments. Jim has performed meteorological and air quality monitoring inspections and made recommendations for improvements at facilities throughout the U.S., as well as in Chile and Puerto Rico.

 

Jim also has over 20 years of experience with the National Environmental Policy Act (NEPA) and has assisted in managing and writing various Environmental Assessments (EAs) and Environmental Impact Statements (EISs) for DOE and other government agencies.

 

As an active member of the Nuclear Utilities Meteorological User’s Group (NUMUG) and RETS/REMP organizations, Jim has published numerous papers and made presentations at conferences on meteorological and radiological monitoring issues. Jim also participates in a working group committee of meteorologists and scientists from the academia, government, and private sector that authored the American Nuclear Society standard, “Determining Meteorological Information at Nuclear Facilities,” ANSI/ANS-3.11-2005.  He was on the committee that recently completed a major revision of this standard, issued as ANSI/ANS-3.11-2015 in October 2015.
